Devenish was one of 7 siblings born to Stephen Baldwin and Elizabeth Devenish. Two of his brothers were invoved in active military service . He married Muriel Lina Robins in 1918 age 17 years. Devenish applied for active service, however, was  rejected from Blackboy Hill enlistment centre on medical grounds.
